IEEPA Tariffs on China, Mexico, and Canada

In 2025, President Trump announced additional tariffs on imports from Canada, China, and Mexico. For imports from other countries, please see Recent Tariff Guidance | Reciprocal Tariffs. Most of the tariffs have been applied via IEEPA, the International Emergency Economic Powers Act.

Below, we summarize the 99 HTSUS codes and important CSMS messages you need to be aware of when importing from China, Mexico, and Canada.

CSMS # 64680374 provides guidance on reporting the growing number of Chapter 99 numbers you must manage on your imports.  Here’s the relevant snippet:

HTSUS SEQUENCE
For entry summary lines including multiple HTSUS numbers, the following sequence must be followed.

  1. Chapter 98 (if applicable)
  2. Chapter 99 number(s) for additional duties (if applicable)
  3. For trade remedies, first report the Chapter 99 number for Section 301, followed by the Chapter 99 number for IEEPA Fentanyl for China, Canada or Mexico, followed by the Chapter 99 number for IEEPA Reciprocal, followed by the Chapter 99 number for Section 232 or 201 duties (if applicable), followed by the Chapter 99 number for Section 201 or 232 quota (if applicable)
  4. Chapter 99 number(s) for REPLACEMENT duty or other use (i.e., MTB or other provisions)
  5. Chapter 99 number for other quota (not covered by #3) (if applicable)
  6. Chapter 1 to 97 Commodity Tariff

China Tariffs

Imports from China have seen tariffs skyrocket under the Trump administration. The recent IEEPA tariffs are only part of the picture. Importers must understand the full landscape of additional tariffs when importing from China – the original Section 301 tariffs still apply. The new IEEPA tariffs AND new Reciprocal tariffs are additional on top of that.

Mexico Tariffs

Imports from Mexico now have additional IEEPA tariffs that may apply. However, goods qualifying for the USMCA free trade agreement benefit from exemptions to those new tariffs. USMCA products typically have two additional 99 codes, exempting it from both the IEEPA Tariffs and the Reciprocal Tariffs.

Canada Tariffs
